So I have the FCF model thermostat, with a H, M, L fan speed , which doesn’t seem to have any impact.
 
Yes. There is very little change on mine, barely discernible, if at all.

I have same problem on my aft unit on 29CB Tug. The remote control will operate it but the pad will not. Forward unit works OK. Think there is problem with key pad on my FCF controller. Not sure though. I plan to investigate this problem tomorrow.

Does this controller have a battery (replaceable) inside the controller? Many home HVAC thermostats have a battery (usually AAA) that has to be replaced periodically.
 
It does have replaceable batteries. I cannot remember if AA or AAA.
There is very little noticeable fan speed difference. Just the way it is i am told.
Manual says 2 AAA
 
I was told that this fan is set to only run on high in order to keep the evaporator coil from freezing up with water condensate. Mine does the same thing. It has not been a problem. Thermostat turns A/C on and off to maintain the set (desired) temp.
 
My aft A/C unit went through a period when the remote control only would operate it. Then, one day, the mounted controller started working again. I was about to delve into the problem when it just started working. It has worked properly now for over a year. Would like to know reason if anyone finds it. But for now, "don't try to fix something that is working OK"!!
