Empty rail tubes

I have a 2019 R-31CB. I'd like to mount a lift for the dinghy on the flybridge. Does anyone know what these short rail tubes on the flybridge are for?

Could they be used to store removable CB rails when trailering?

The Command Bridge can be lowered for trailering. The highest of the handrails can be removed for trailering and stored in the open handrail positions that are shown in the OP's photos.
I would check with the factory on whether those storage positions are strong enough for mounting a lift. In my opinion they would not be strong enough for any significant side loads being applied to those positions.
