Side Power thruster control panel bad?

The control panel on my thrusters on my 2008 R25 is not working - the system does not power on when pushing the 2 buttons. Using the Side Power troubleshooting video, since I have power to the controller and the LED’S are not lighting up, it seems the panel needs replacing. Before I spend the $500 for it, I thought I’d ask you folks if you have any words of wisdom. Do I have any other alternative than spending the $500?

Does thruster remote control work? (If have one) (There is rocker switch for remote.)
Are two main power rotary thruster switch on? (Mine is in cave)
How do you know that you have power to controller like you say?

Thanks for the reply. I have no remote. Thrusters worked properly prior. When both buttons are pressed, the LED light does not come on. Side Power said to measure voltage going to the control panel at the forward thruster. They said if it measures battery voltage, the control panel needs to be replaced.
