2007 R-21 EC water pump and bilge

We have recently purchased a Ranger Tug and could not find answers for the following questions in the manual. When the bilge toggle is switched on is this the automatic or manual mode? Also, what does the 'water pump' toggle on the console do exactly?

The bilge pump switch is a for turning it on manually, but the pumps are to have float and will automatically turn on if they detect water. The water pump switch is for the freshwater pump.
