You need to put a manual test gauge on the manifold and see what the actual pressure is.
If you have NO boost, I would expect you to feel that immediately - no real power.
If you have low boost then the 2000 rpm under load seems likely.
But, do you know that it is an actual 2000 rpm? You need a hand held tachometer, put a white stripe on the crankshaft pulley and see what it is actually turning. (can do this at the dock in neutral and is the first thing I would do)
The electronics may be fighting you - you could have normal boost but the engine computer getting bad data from a failed sensor nd limiting the rpm.
1. Start with the manual rpm check
2. Do the manual pressure gauge
With those two numbers you will know which way to go.
