Access to electrical panel

In the 2012 R-29, is there an easy access to the electrical panel so as to install the Victron meter?

Not sure of your question. You can unscrew the panel from the front and pull it out for access in the rear.
 
Are you asking how do you get to the back of the panel to reach the breakers?

At the top and bottom of the panel there are 4 plastic tabs that pull forward to expose the screws that hold the panel inn place. The ones at top probably have the 12vdc and 120vac labels on Then, the ones at bottom are blank. Just use a tiny screwdriver to gently pry the tabs forward and they should pull off easily
