Has anyone successfully added a third volvo e-key?

I purchased a third e-key from the factory, and had no success programming it. The ignition panel just states key not found.

I sent it back to the factory and got a replacement.

Same result, just says key not found.

I tried removing one of my current keys and re-adding it. This worked without a problem, and the display said there were two slots open.

I have tried all sorts of antics in front of the ignition, but it just will not recognize the new key fobs from the factory.
 
My C28 only came with one key fob. I bought an extra fob from the factory but I couldn’t get it to work either. Hopefully someone will chime in here with a little help.
 
Was the new key shipped with a battery? If so, was there a plastic battery saver sheet in place to keep the battery from discharging, and was that sheet removed?
 
I have never added a key fob. Our boat came with two so far I haven't lost one. When I did my PDI for my Volvo warranty. The Volvo Technician that was helping me with the procees notified me that there was a campaign , Q0061 .He came to the boat and downloaded the update. He told me it was a program added so that I could purchase a Key Fob and program it to the onboard EVC. He explained ignition on, control in neutral, Go into setting and there is an option Add a Key. After selecting the option The new Fob is to be placed in front of the ignition key sensor at dash. After doing this the new FOB should be activated. I have never done this, I'm going off of memory of the explanation given. This campaign was out in mid 2016. I believe it to also have the update for the D3 excessive smoking at start up. I remember after the update I started the engine and no smoke. I asked him what else was in the update. He said Volvo just states a campaign is available for a serial number group and we install it. Volvo doesn't disclose to much information.His information was it was for Key Fob activation.
 
I had the same experience as BB marine on my 2015 Rt-31. I seem to recall that the system had to be started up with the master key (I thing Key #1 in the system) and that is the only way it will accept another key? I could be wrong as I did this 2 years ago, but you might want to go through the add a new key system in the manual using one key that works and then if that does not work try it again with the other key you have that works. Hello, as stated above the issue is most likely software related. There was a EKEY panel 'campaign' that prevented adding keys to the system. Any Volvo certified service center will perform the campaign (software update) free of charge. There is a dealer locator on Volvo's website which will show any and all service centers close to you.

The Volvo EKEY's do not require a battery, so this is not the issue.

No battery in the remote, with a 100 meter radio range? I must be missing something. Are we talking the same kind of Volvo e-Key? This? http://volvopentabatterymanagement.com/products/e-key-remote/ Volvo states that this remote has a CR2032 battery. Is there an older generation or different version of e-Key that is ignition proximity swipe only? That would be basic RFID technology which doesn't need a battery.

I'm aware you can still swipe the remote next to the ignition to start the engines even if the remote battery is dead, but I think that's only once the remotes are paired. I'm not sure you'd be able to pair the remotes described in the Volvo link above without power to the remote though. That's generally a multi-message authorization handshake conversation between the remote and the base unit, which RFIDs can't do.
