Anchor light

I can't seem to get my anchor light on. Steaming light works with nav lights on. Is the steaming light and anchor light the same bulb? We've got it to work a few times, but maybe that was luck. Does something else need to be powered for the anchor light to go on ?
We have the 31 command bridge (2017).

My R-23 has a two way switch, up for nav lights, down for anchor light. Maybe your's is the same?

I have a two way switch at both the lower and upper helm. The white light comes on for nav lights, but when I press either down, no anchor light...

Sum-ting-wong. My bet is a connection on one of the switches is not connected killing the circuit, or perhaps up at the light itself.
