Annual maintenance budgeting

I wanted to ask the knowledgeable folks on this forum what they typically plan on for budgeting purposes on annual maintenance and boat upkeep for their Cutwater/Ranger Tugs. I am considering purchase of a Cutwater 28 and want to be realistic in my expectations. Currently I have a classic Boston Whaler Outrage 25' with twin 150 outboards. There is always a list of annual items, as well as unexpected issues, that arise which need to be dealt with to keep everything running and working well.
The Cutwater /Ranger Tugs are amazing and beautiful boats and have many additional components and features compared to my Whaler. I have heard that 10% of the purchase price is a reasonable estimate, but wanted to hear what your experiences have been. Obviously there are a ton of variables in this, but over time you can get a good sense of the average annual expenditures. Any insights would be great and I hope to soon be part of this awesome community.

Maintenance and upkeep are going to be different from total costs. They are one component of total costs.

The "10%" figure is often for older boats where things will break and need to be replaced, and even then sounds very high unless the boat is old and you're basically replacing 5% of it each year.

For example, I just bought a Ranger Tug 31CB for somewhere in the mid-200k range. If it realistically was going to require $22-28k annually in "maintenance," nobody would buy them.

For newer boats, I've heard a 2-4% figure tossed around, but there is some economy of scale. For example, a Ranger Tug R-31CB costs about twice what a similar Cutwater 28 would cost. But engine maintenance on the two boats will cost almost exactly the same (or maybe differ by 10%), so on a percentage basis engine maintenance is much higher on the C28. Anything with a high labor and low parts cost will be roughly the same on a brand-new boat as on an old or smaller boat that costs half or less as much.
