Are the outrigger seats on a 31 usable underway?

I am just now looking between a 31 and a 29 and I have a question on the rear outrigger seats.
While the cockpit outrigger seats seem like a good feature at anchor, are they usable underway? I would assume no, so you only really have 1 usable seat in the cockpit?
 
There is a warning light on the dash which comes on if the outrigger seats are not properly closed while underway. They are not designed to be used while underway. That said, if you are putting along at 5knts, you are probably fine. I would not go out there at planing speeds.
The main seat is good for two people + one sitting on the fridge compartment is how we roll if three want to be in the cockpit underway at speed. We also have folding chairs if more folks want to be out back. Most of the time folks are happy in the cabin.
 
The cockpit is not a pleasant place to sit while underway at anything more than 3-6 knots.
