Thruster clicks but won’t activate, boat is a 2017 and thruster is probably original, I just purchased it and never had a bow thruster before

Mine on my newly purchased 2011 R21 won’t power up. No yellow light when I push both the “On” buttons. Can’t find the fuse or any reason why it’s dead.
Previous owner says it’s a low battery, but both meter fine..
