C28 battery compartment drain to bilge?

After a few inches of rain, the drains under the battery compartment clogged and I had several inches of water in there. Is this supposed to drain into the bilge so it gets pumped out? I don't see any connection where water could drain to. I know it's been suggested that the drain covers be removed, but when I did that, I ended up junk clogging the hoses that lead overboard.
 
There are tubes that drain the water to the engine compartment. Fluid Motion calls them limber holes. Basically PVC tubing that is molded into the stringer system. Many times these tubes are plugged. If they are plugged the water has no way to get the water to drain to the bilge area. There are several threads about this on Tugnuts, Many have had rotten wood because of it. I cleaned all of mine the first year owning the boat. There was a lot of construction debris plus close cell foam plugging mine.I check them yearly but have not had an issue since clearing the factory debris. It is part of the Pre-Delivery inspection check list to confirm all are clear.( they forgot check mine) When you find then in the compartment easy to see. Run a stiff rod into them to clear them to open the drains. This is not easy if severely plugged. I spent a day clearing mine all of mine. The worst one was from the forward area where the depth transducer is to the engine compartment.

Life would have been much easier had Fluid Motion simply made them a slightly larger diameter.

Every time I'm on the water I smile at how well designed my boat is. Then as soon as I have to troubleshoot/repair something my smile turns upside down with the knowledge of how poorly it was built when it comes to the details like this. The hull and general mechanical are well made and fundamentally sound as is the interior finish work. But plumbing, electrical system, hatches, mast, etc, leave much to be desired.
 
I am currently working on the same project on my new to me C-28. The first time I washed it, water run down the sides under the battery trays and then under the mid-ship cabin (cave) and into the shower sump bilge. So far I have found the locations marked on Brian's photo. Where it's noted "missing limber hole" is the bulkhead in front of the fuel tank. There is a center one in the keel under the fuel tank that empties into the bilge under the engine just in front of the rear bilge pump. A few of mine have been clogged with foam. Considering its a safety issue, it does seem like this should be written in red on the pre-delivery inspection.
