Carpet backing

Anyone have a solution for black carpet backing flaking off?
The salon runner is getting bad with black dust.
Thinking of liquid Flex seal.

Environmental Technology 00876 16-Ounce Fiber-Lok Non Skid Backing. Ordered from Amazon. Remove all loose stuff with wire brush, apply with paintbrush. Works well to restore rubber back.
