Are there any of the models in Ranger Tugs have 'survey' or certification from government to allow paying passengers, even the R-21
 
Don't about Australian rules...
Here in the USA there are at least a couple of Ranger Tugs in commercial use I know of, could be more.. One is for charter and the other takes customers out for day fishing..
AFAIK for commercial use in the USA a boat needs to be Federally Documented (simple exercise in filling out forms), fitted with the required safety gear (simple exercise in spending money) and physically inspected by the Coast Guard to ensure you have done all the required items (simple exercise in pleasing bureaucracy)...

Hi Denny, not sure about the documentation, as most of the boats used by fishing guides here in this area are not large enough to meet the weight requirements for documentation. It is the Captain that needs to be licensed.
 
I have my R27 in commercial status. The previous posts are accurate regarding documentation. All you need is a licensed skipper to be able to take people out. I got my license last year. It required a two-week intensive training course and passing Coast Guard exams, plus jumping through various bureaucratic hoops. We now offer the boat for 2 to 3 hour day charter trips and burial of ashes at sea. Hope that helps. Michael
