Cummins Onan Generator Error Code 61

My Cummins Onan generator will not start, and I am getting error fault code 61 (6 + 1 blinks on the LEDs). This is described as an "external shutdown" in the manual. Are there any external systems wired to the generator that could be triggering this? On larger boats, it is typically the fire suppression system. Are there any similar systems on the R-31 that could be causing this?

I checked the oil level, coolant level, battery connections, and verified it is receiving 12 volts. All I hear is the starter clicking, then the error starts blinking.
