Cutwater 32 Battery charging question

I am a newbie with a 2023 cutwater 32. I would like to know if the outboard starter batteries are being charged while connected to shore power if the battery switches are in the OFF position. Or, do they need to be in the ON position for charging to occur? I think the batteries charge while the engines are running.

My understanding is yes, the starter batteries will be charged while connected to shower power and batteries switches in OFF position.

The inverter/charger primarily charges the house batteries. Once the house bank reaches a high enough voltage (around 13V), the charging relays automatically close and allow charging current to flow to the engine starter batteries and the thruster battery as well. The main battery switches control loads and prevent draining when the boat is not in use, but they do not block the charging path through the ACRs when shore power is connected.
