Dash fuse panel

The non-operation of my defogger fans has brought my attention to the Dash Fuse Panel. I just read through my manual and now I know a little bit more and will go looking for voltage and/or a blown fuse tomorrow. I thought the panel was just a switch panel but the manual calls it a fuse panel. So here is my question for today:

Are those little rubber thingys above each switch reset buttons (circuit breakers)?
Or do they just light up?
Is the panel supposed to light up?
Also, what about the circuit breaker panels for the 12 and 120 volt panels.

* rubber things = reset buttons
* a LED strip on rocker of each switch lights up as the switch is on
* dash panel does not light
* AC/DC panel does not light but small LEDs beside each rocker do light when switch is on

NOTES: 1. Comments apply to a 2012 R 27. Specifications may change with model and year of production.
2. I had to modify the wiring of the most starboard panel switches in order to have the LEDs for these two switches to be operational.
