DC distribution panel circuit breakers?

Our 2015 R21 EC has a Blue Sea Systems DC distribution panel with six switches controlling various items. Along side each switch is a vinyl or rubber boot. According to the Blue Sea Systems web site these are Push Button Reset-Only circuit breakers with waterproof boots. On our Ranger I think most of these circuits also have a fuse on the main fuse panel. Are these circuit breakers active and redundant to the fuses?

I always assumed they were redundant on my 2016 R-21. I've had similar "pop up" breakers on other equipment in the past and it is very obvious when they trip.
