I am on my 2013 R2 7. I flipped the circuit breaker right of the Helm seat with 13.7 volts on both battery banks. When I pushed the power buttons on the deck both up & down I get nothing. Are there other switches or fuses that I need to check as a troubleshooting procedure?

It looks like there are 3 things you should check based on the manual

1. That the house battery bank rotary switch is on
2. That the windlass circuit breaker hasn't tripped
3. That the 5amp fuse for the switch hasn't blown, or that the subpanel 4 - 30amp hasn't blown. The subpanel can be tested by seeing if your horn/wipers work as they appear to be running off the same power source (page 24 in the manual).
 
On our 2014 R27 the windlass is on the Thruster Battery. Make sure that battery switch is turned on.

The windlass on my 2012 R27 is powered through the thruster battery switch. Don’t feel bad if you didn’t have this knowledge. It is legend passed on from owner to owner. There is no mention in the owner’s manual of how the windlass is powered, the battery switch through which it works is labeled only “Thruster” on my boat and according to the electric schematic in the owner’s manual, the windlass doesn’t exist.

The windlass is a high power draw appliance. Some suggest having the engine running when using it.

Good advice but for other reasons too besides keeping the battery charged. I never operate my windlass (i.e. fix my boat in an anchored position or release my boat from an anchored position) unless the motor is running. For safety, setting (backing down), or raising (and not straining the windlass) the anchor I need to control the boat properly which can only be done with the engine running. I consider it a best practice for many reasons. Gary
 
Plus, I’t a bad thing if you haul your anchor up and THEN find out your engine wont start for whatever reason.
