So I tackled the issue of loosing fluid in the depth sounder cup and removed the existing cup that was attached with what appears to be 4200. The caulking came off with ease and no effort and apparently little bonding to the cup and hull.

Airmar suggests to use silicone to affix the cup and alcohol to clean the surfaces. Will try this and see how well it holds.

Alcohol cleaning is not recommended with 4200, and acetone may damage the cup plastics. I considered epoxy but that seems to be a too permanent solution in case I need to make changes.
 
I had an issue with sounder cup on my 27OB coming loose from the hull. I cleaned up the cup with acetone and attached it with 4200, it did not stick. It turns out that the plastic cup needs to be roughed up well with 36 grit sandpaper before being bonded to the hull. This is apparently suppose to be done at the factory before the cup is installed. It was not done on my boat. If the sealing surface is still shiny and smooth, it needs to be roughed up. I carefully roughed up the bonding surface with a 36 grit grinding disk and attached it with 5200, it has not come loose since.
