When we purchased our R-29 Andrew suggested getting the 9 1/2" dinghy, Which we did not do. Can anyone
tell me what outboard works well. I want to be able to get up on a plane/

That's all about the load on board, especially if you have a RIB. Larger HP may take you over the rating for a particular dinghy, but that's what you need to get up on a plane and get moving if you are thinking longer trips than simply to the nearest beach. We have an 8.5 foot aluminum hulled RIB and with the six horse max rating it planes and moves along pretty smartly when I'm solo and move forward as far as possible, but no hope when I add my wife - and that's no reflection on her eating habits! If you want to plane with two or more adults in a small tender you will be challenged, but go as large a motor as it is rated for, and can lift on and off by whatever means you prefer. The only other option is a forward driving station in your dinghy and a longer hull - both things improve the planing capability of a small boat.
