Went to change the racor fuel filter and could not drain the bowl because it kept filling back up. Realized the fuel tank was full and there is no fuel cutoff valve. I just installed one just ahead of the racor filter and it did the trick. fuel cutoff valves are now standard since I believe 2010. Just thought I would throw it out there in case anyone else ran into the same problem.

I discovered the same condition with my 2008 R-25 several years ago. I've learned that you cannot change the fuel filters when the tank is more than 3/4 full, so I plan my maintenance accordingly. I figure that in the unlikely event that I need to shut off the fuel from the tank, I will clamp the hose temporarily with vice grips. This has never happened in the 11 years and 2700 hours that I've used the boat. Even if the hose was damaged, it's relatively easy to replace.

I considered adding a valve, but decided not to. Apart from the cost and the labor, the parts involved have new potential leak points.
 
You could put a c-clamp on the hose to temporarily cut off fuel flow just ahead of the filter I believe.
