Want to install a fuel shutoff valve near the racor filter and need to know the inside diameter of the hose into and out from the racor filter. R25 4jh4hte 110 2008.

OK, but the marking on the hose says 5/16. I'm assuming that is OD.
 
The size marked on the hose is the ID of the hose. If the hose used is marked 5/16 that would be the barb size that you would use. Most engines above 100 Hp require 3/8 id hose. The valve size would be a minimum 1/4 NPT shut off valve with preferably a 3/8 barb fitting and 3/8 ID hose. If the hose used on your boat is marked 5/16 ID I would not change it because it has functioned with that size hose for years if it is original. The shut off valve that I would install would be 1/4" NPT port diameter with 1/4 NPT/ 5/16 barb fittings to fit into the 5/16 hose.
