fuel tank hold down

I was surprised to note that there is no hold down or strap on the fuel tank on my 2006 Ranger 21-EC 😱 . Is this a common circumstance or did someone goof and leave them out? There is no indication that the hold downs were once there and removed. Thanks!
 
The fuel tank did not have hold downs. It had a clear in front to keep it from sliding around. Also, the fuel fill won’t allow it to come up.

Thanks for the reply. Was "clear" a typo and meant to say "cleat"? Even so, nothing in front of my tank to keep sliding forward other than the vent and filler lines.
 
From our installation, there was a white plastic board on the front side of the tank. If it’s not there, someone removed it down the line.
 
There are a few requirements ABYC
b. Permanently Installed - Securely fastened so that tools such as wrenches and screwdrivers must be used for removal.
c. The system shall be permanently installed and all component parts shall be independently supported. Meaning you can not rely on the fuel fill to hold it in place. It has to be held in place so no more then 1/4 inch of movement.The tank hold downs must be be independent and not rely on any other component of the tank, such as fuel fill fittings , ground fittings or vents. I would install cleats on all four sides of the tank and install a minimum of two nylon straps to hold it in place.
