My R-25 is hull number 25, also a 2007 model. It does not have a fuel shutoff valve. I think the shutoff valves were added to later models to comply with ABYC standards. Some of the early Rangers were not up to the standard although in this case it is pretty easy to add a shutoff valve at the intake to the fuel filter if desired. Some later Ranger Tugs have the shutoff valve right at the fuel tank, although this is not accessable in the early R-25s unless an access plate is added to the cabin floor above the fuel tank port.

Maybe Andrew Custis can give us the definitive factory answer?

I have hull #7, 2007 R-25. We do not have a shutoff valve either...

Ditto for my 2007 R-25

We have a 2008 engine, #15 for the 2009 R-25 and our fuel shutoff valve is just in front of the Racor R11T fuel filter. On our model it would be easy to access the hoses to install a valve in this location.

Ranger Tugs did not start adding fuel shut off valves until close to the 2009 model year change over on the tugs. Congrats on your purchase!
