Installing an outboard motor mount

I've purchased a Bolton Bear Claw motor mount for my 2020 Ranger Tug R23 and I had a question about installing it. The attached photo shows the cut-out area on the port side of the swim deck and I was wondering whether the bolts for the mount should go through the cover of the cut-out and out the bottom of the cut-out? Or am I missing something?
