iphone charger 21ec actually drains power from phone

The jack plug charger in my 21ec is actually draining energy from my iphone rather than charging it. Can't figure why?
 
R u using a 12v cig lighter port for doing this ? If so what adapter r u using to convert from the ports to a USB connector ?

Does the iPhone top icon indicate it's charging or not ?

By draining do you mean the iPhone's battery level indicator percentage is decreasing with time ?

Engine running or not when this happens ?

Do you have another 12v device you can connect to see if it gets powered up ?
 
If you are using the iPhone (for navigation or on-line) and have the inexpensive adapter for the 12v, it may have too little power to "keep up with" the iPhone's power usage. It would be odd that the 12v socket would be drawing power from the phone, but I can sure see where it couldn't charge the phone as fast as it is using up power. That could look like it is draining the phone, when actually the charger just isn't enough juice to take care of what the phone is using AND have enough left over to increase the charge.

Check the output of the adapter.
