Isotemp water heater

Has anyone had to troubleshoot an Isotemp Spa water heater? I can't find any troubleshooting guides. It appears that the over temp thermostat trips but I don't know how to figure out why. What could cause the trip?

If there's insufficient water in the hot water heater, the breaker will trip.

Not familiar with the Isotemp electric heater however I do tech support for other brands of water heaters. In order of frequency here are the most common causes of a tripped manual reset high temp safety.
1. Tank not completely full of water
2. Primary temp control set to highest setting (on most heaters this is close enough to high limit that nuisance trips occur)
3. Loose or poor wiring connection
4. Tank has large amount of mineral buildup.
