Good evening. I have a High Water Alarm that does not alarm even when dousing with a garden hose. Placing the rest switch in the rest position produces a loud alarm. Should I assume the alarm/sensor in the bilge is bad? If not, what's my next move?
 
I think the high water alarm is activated by a float switch. Lift the switch with your finger and the alarm should buzz. It should be forward just under the front of the engine. Just spraying it won’t work as you discovered. The test switch confirms the buzzer works, not the float switch.

My Johnson high water alarm died earlier this year.

Mine was activated by the presence of water, not a float switch, and had two little finger depressions you can use to 'short' it to test if it works. I used those and filled my bilge with water which still didn't work.
