messages in outbox - how do I send???

I am trying to send a private message and I have composed and pressed the "submit" button - but they are still in my outbox?!?!?! Help!!

You've sent your PM correctly. Private messages (PMs) aren't delivered like email. They sit in your Outbox and the recipient's Inbox until the recipient checks their Inbox and selects and reads the PM.

I replied to a message from someone here almost a week ago. It is still showing that he has not read it yet. He has posted here several times since, so I know he has logged in.
 
I think the problem is that he hasn't opened any PM's and read them,,,?!?!
