I store my most used dock lines in the compartment under the seat on my R25SC. Because of condensation, they are always wet. Is there any way to stop this from happening?

Bill might a container fit into this area that the lines could be put into that has a lid for it in order to seal out the moisture? In our R27 I'm able to fit a bucket into this area but I'm not sure if the area in the R25 is of the same size. Worth a try to keep the lines dry.

I'm not sure if the R25 Classic has the same configuration, but my area under the seat is a live well that I store the lines in. It used to get wet in there but I think it was mostly rain water that got in. I installed weather stripping on the lid and ever since it has been dry. I used pretty thick, round stripping I had on hand so closing the lid now takes a firm hand, but it works!
 
I don't know how much room you have on the R25. On my R21-EC I keep my lines in a 5 gal plastic bucket under the aft bench seat. The lines stay nice and dry in the bucket. If needed, I can also use the bucket for fish, or God forbid, to bail out. The USCG recommends keeping a bucket on-board for emergencies.
