Modified Sine Wave Inverter

My Inverter shows 113V coming out, My power receptacles show 113V however when I look at my AC volt meter it displays 85V, this has been explained to me as a result of the True power inverter being a modified sine wave. Is this normal? Why would the AC panel voltage display only show 85v
 
MSW will read low, 85 is not bad. True RMS meter will read right.
