Moorage buoy owners

We are interested in using the moorage buoys here in sunny Crystal River, Florida. There are several in Kings Bay here in Crystal River. I have called every government agency in the area, called numerous local business and queryed Google until I am blue in the face and still can not determine who owns them. Any thoughts where I might check?

I’m just guessing here, but I would think you could ask a boater that is tied up to one, or you could tie up to one and I’m pretty sure the owner will let you know who owns the one your tied to!
