There are new regulations just out from the US Customs and Border Protection folks for boats entering the US from Canada (and all other foreign ports). I believe it also applies to US boats returning from Canada.

If you go to rvyc.bc.ca, the home page of the Royal Victoria Yacht Club, you will see a link on the home page (right hand side) for new regulations. There are three separate items to read.

One of our members phoned US Customs in Friday Harbor yesterday and sent me an email as follows:

First -- from the regulations this bit:

“all operators of pleasure boats must report to CBP immediately upon arriving into the United States from a foreign port, place or location; At the time of entry boaters may request a cruising license from the applicable CBP port director. “The cruising license will greatly facilitate multiple entries during the year and avoid additional fees for boaters,”

Second -- from my friend:

"I called US customs. We now have to buy a $19.00 annual cruising license. You get the cruising license at Roche or Friday on first check in of the year. After first check in subsequent clearances that year can be done by phone and do not require physical check in."

I'm not sure how this relates to having a Nexus Pass. I had one, it's expired and I doubt that I will renew.

I also have no idea yet whether the annual $25 or $30 pass for boats 30' and over will be affected (I have 25', so have never had to pay that particular fee).

This, of course, relates to the San Juan Islands in Washington state, but I would imagine that the same applies to folks back east. (I was down on my boat today, warm, sunny, no snow!)

It seems like customs is very fragmented. They have regulations in Florida and types of clearances that do not match the Canadian border. I can't see why it should be different. Government bureaucracy at its best I guess.
 
Ah, jeez. I thought I finally had this figured out, eh?
