Yes, it does Dave. And the lower you can get the winch stand, then the less (although slight) mechanical advantage the boat has pushing the stand forward (bending vector pushing the winch stand mount toward the tow vehicle). In your case this would also work to flatten the strap angle as pointed out by rheimb1 earlier in this thread.
