Non stop flow from raw water strainer

Recently purchased 2019 R27 and when cleaning larger of the raw water strainers water continues to flow out of strainer while cleaning despite having turned off both of the through hull valves at the rear of the bilge. Anyone have idea of how the water is getting in while both through hull valves are shut? Thanks!
 
Did your surveyor inspect the thru-hulls on haul out?
 
My first inclination is the valve is not holding. The second is that if water is flowing out of the strainer, either the lid is cracked or the seal is not seating correctly or needs to be replaced. The other could be the seal where the pipe goes through the hull. You were not specific as to exactly where the water is coming from.
 
There is a strainer overflow thru hull that attaches to the Sea strainer. The thru hull is located in the aft port side swim platform. A good view of its location is in the drawings in the owners manual. Page 7 and 11. This may be back feeding when the lid is off the stainer. Just a thought.
 
Ahhh, makes sense as the water is flowing up and out of the strainer housing and is coming from the bow direction where the hoses run out of strainer and head toward the various pieces of equipment. Boat is in the water so if the overflow through hull on the port side is sitting below the water line then makes sense water would be flowing back into the strainer given it is below water line as well. Surprised Ranger doesn’t have a one way valve on that overflow so water cant flow back in. Thanks for the info!
