According to locals, this is the 2nd Street Bridge in Long Beach, CA at Alamitos Bay. It’s a Cutwater being filmed.

That is painful to watch! That's in the harbor just to the north of where I am. Alamitos has a really great Ballast Point brewery restaurant with pubic tie-up just in front of it. Hopefully not a contributing factor.

The closest I've been to this was on my previous boat where I went under the bridge to Lido Island in Newport Harbor. I was confident that I had clearance for the top of my boat - which I did. My radio antenna? Well not so much. Fortunately it just scrapped along the bottom of the bridge without snapping. It did instill a very healthy respect for vertical clearance!
