Paper Wasp Nests in Inconvenient Places

Over the years I’ve had wasp nests in the anchor locker. Not fun trying to level out the locker and find one or more mad wasps after your hand. I solved that problem with the universal solution - a piece of duct tape covering the finger hole on the anchor locker cover. One end is slightly doubled back on itself to allow for easy opening of the cover.
Today, another wasp nest was discovered in the forward scupper drain. You need these scupper drain holes to be open and clean so no duct tape solution here. Anyone have suggestions on how to deter these pesky wasps?
 
Catch a salmon, cut off the tail with some flesh on, suspend the tail in a pail about an inch over 2 inches of water in the bottom. The wasps chew off a meal, but fly onto the water with their heavy load, and drown.
