prop thrust

I have a 2009 R25 with cummins diesel. Long story short, I needed to replace the turbo, which is now done. However, when going out for a sea trial today, we were getting underway but was getting no thrust from the prop. My diver could not get the marine growth off the prop due to shallow water. Question: can a couple of mm of hard marine growth (one year in the water in Venice FL) make it such that you get zero thrust?
 
If the prop is fouled badly. Yes, If it has not been cleaned for a year probably something to take care of before trying to troubleshoot.
 
If your marina has clear water, put mask on and lay on the swimplatform and and put your head under the water and the prop will be just to your left. A wooden stick about two to three feet will let you feel the prop, if it slides off, no barnacles, if it feel rough and does not slide, BARNACLES. Here in south Florida, be take great delight in feeding the barnacles. :lol: You may also want to check your anodes on the propellor and and the stern and bow thrusters.
 
Alice had some good advice but let me add one more thing. If you're going to hanging off the swim step with your arm down toward the prop or ,better still, under the water with a scraper...have the keys to the boat stowed away somewhere and a sign up that says Do Not Start, just in case.
