Yes, I have the same issue on my 2015 C-28. I buffed the sh*t out of it this spring, then waxed. After only around 6 weeks, it now looks about as bad as before. Symptoms the same as yours, only the top.
My new R29 CB NW Edition has Hero Red hull and I was convinced RT would color its propane locker Hero Red also. However, they colored it white. I asked about this and was told it was for two reasons...
1) The white matches the transom white color which is mostly white
2) White is less likely to fade
I'm quite happy with this as the white locker blends nicely in with all the white of the transom and the swim step, and does not stick out as a separate item/thing. 😀 It will be interesting to see if the locker lid fades or becomes scruffy looking as the years pass.
