R23 bilge pump 3 not working

I tried switching on bilge pump 3 to clear the water under the swim step, but it is not powering up, I checked the fuse and it looks fine, any suggestions to troubleshoot?
 
Does the pump operate when you test the sensor by placing two fingers on the embossed circles? Additionally, If it is the cartridge type, there is a tab on the side, pull it out slightly and then turn and pull out the entire motor cartridge. Make sure the impeller is not clogged and turns freely. If the pump wont work either by the manual switch or sensor then check to make sure power is going to the pump. Turn on the pump switch and using a multi meter with piercing probes check the leads to the pump and see if there is power. If there is power you need to replace the pump. If there is no power you need to start searching for a bad connection.

So I mangaged to get the pump disconnected from it's base, although I couldn't disconnect the water outlet hose, it's too tight and I can only get one hand through the small inspection port. I tried turning the propellor on the bottom and it feels tight but did turn. That's about all I could do given the access constraints.

Would this be something covered under warranty, the boat is less that a year old.
 
Warranty should be discussed with your dealer or Ranger. You lost me on the disconnection of the discharge hose. The pump should twist turn out of the assembly and be free from it. there should be no need to touch the discharge hose. The wire leads should be long enough to pull it up. They may be bundled together with a zip tie. The impeller should move freely with no resistance at all. and then check for power to the unit. If there is power it is most likely a burned out motor.
 
I don't think the pump is a cartridge type that can be twisted out from the assembly, it's one of these

So I was trying to disconnect the hose so I could remove the whole thing.

The only access I have is through the small circular inspection panel, and I can only get one hand in at a time so i'm also unable to disconnect and diagnose the electrical connections. Maybe there is a way to work through a 6" hole, but I don't have the tools and/or the expertise to do so.

I asked about the warranty hoping the factory would see it and respond, I'll PM them instead,

I'm not very familiar with the 23'. Looking at that Rule pump is there a tab on each side that can be depressed to unlock the top portion? Is there room to modify that inspection hole to a larger one? I did that on my previous O/B boat, I cut out the existing hole to accept an 8" inspection plate and cover.
If it is a warranty item let the dealer handle it.
