replace AC breaker

Can some-one tell me how to replace an AC breaker?
The white tab on my 15 amp breaker (the top one on the panel, on my R25, has broken off.)
Having pulled the panel out, I cannot get the damaged breaker out as it is held in by the negative buss bar.
Will I really have to remove all the buss bar screws just to get the one breaker out??

Ken,

I believe you do as they assemble them with the breakers in first then add everything else behind that. You may only need to loosen the buss bar to get enough room to pull it out. If you can send me some pictures so I could get a better idea of whats going on that would help. My email is in my signature.

I was able to loosen the buss bar as you suggested, and change over the breakers.
