scupper drains blocked

My newly purchased 2012 Ranger Tug 25SC was neglected and we've brought her back pretty well. One thing remains; the cockpit scupper drain on the aft starboard side is completely clogged. I can't remove the PCV nor loosen the brackets holding the drain hose both are really hard to access to release. Is there anyway I can unclog the drain line without undoing the fitting?

I assume you’ve tried running a wire or fiberglass snake in from the transom side to dislodge the blockage. That usually works for me about 50% of the time. Or running a water hose at high pressure up the transom side for 5-10 minutes.
The last thing I try is to put water pressure on the cockpit drain entrance by plugging the forward drain (I use an old sock for this) then wrapping a washcloth around a garden hose turned on to low flow at the rear scupper entrance. When the snake and hose from the transom side doesn’t work this tactic usually does the trick.
My scupper blockage is typically leaves that accumulate in the cockpit during windy days then get flushed into the scupper drains during storms. This winter I’m going to put a garden mesh over the entire cockpit area to keep the leaves out of the scuppers.
