How can I enhance the spotlight effectiveness at night?
 
By buying a hand held one! I found the factory spotlight on my little 21EC virtually useless. When it moved properly (which wasn't often) it lit up the bow rail more than the area ahead basically ruining your night vision. I removed it.
 
There is a reason the spotlight on many smaller cruising boats is mounted on the bow railing or pulpit.

I have a 2012 R27. The spotlight as installed on my boat was on top of the cabin roof over the helm. If I used the light to look 45° to 90° left or right, it was fairly effective. Anywhere near pointing forward, it illuminated the bow and bow railings in such a way that night vision was completely ruined.

As others have done, I moved the light up on the mast to a platform above the radome hoping the radome would shadow the bow. It did, but not well enough to eliminate the problem. The weight of the spotlight on the mast platform eventually cracked the weld that held the platform to the mast. I removed the spotlight from the boat. I hardly used it when I had it and I don’t miss it.
