Stepped hill bunk on Cutwater C-28

I recently purchased a 2015 Cutwater C28. We just built a new dock with an IMM 13k lb lift. The dock builder setting up the bunks for the boat says it requires a custom stepped hull bunk instead of the straight bunk that comes with the lift. Currently the front of the boat is on the bunks but the keel in the aft of the boat is sitting on the lift and not the bunks. Is this stepped bunk required on all these boats? He wants $5,250 for the new bunks which seems pretty expensive to me.

I have a C28 that I keep on a lift. My bunks are straight. Stepped bunks would be better, but I have had no problem. However, the bunks have to be raised about 10 inches so that the keel doesn't rest on the lift. I had four spacers made that I bolted on the lift between the bunks and the lift.
 
I have a C242 that I keep for 5 months in Florida and my bunks are stepped to match my hull. I had a choice of straight or stepped and went with the stepped because I was not happy with the limited support from straight. I call them hot spots. Just my opinion. I also insisted that the bunks go a little past the transom. $5250 in my opinion is way too much for stepped bunks.

I have a C30 on a lift and used to have a C28. The bunks are normal. Additionally, there are two pads at the back of the boat lift that hold the rudder above the lift. My boat lift company built these when I upgraded my boat lift to hold the C30. The pads certainly do not cost $5,250. See picture.
