Stern thruster frozen

My stern thruster is not working. I saw the fuse had blown and replaced it, and immediately blew another one. I used my hookah rig and checked for barnacles and anything else that might be jamming the prop, cleaned it up, but the prop won't budge. I just pulled the boat so I can get a better look in the tunnel, but the prop only moves back and forth maybe 1/4 inch. Any suggestions?

You are going to have to remove the motor and see if it is the motor or the gear leg on the thruster. One of them is not working.
