Stern thruster

Our 2008 ranger 25 stern thruster started pulsing off and on when the joystick controller was off. Has any one had this problem and if so what was the fix?

In the manual for a new thruster I just bought there was reference to pulsing and interpretations of what each pulsing pattern meant. The thruster I replaced was dead and the gear leg had fallen off so the solution was a new thruster.
