Our R-25 does not have either a stove nor an A/C installed, yet there are breaker switches for both. When the switches are moved to ON the green LED lights up. Do I have an issue in as much as there's live wiring going somewhere when these breaker switches on flipped ON ?

The light indicates that the breaker is on. There should be no live wires coming out of the breaker. The panel is similar to a residential house panel so each breaker has power available to it just because of it existing in the panel but there should not be any wires coming out of the breaker.
