The house water system on my 2012 R27 does not supply a steady flow of water. Instead the pump surges and the pressure delivered to the faucets alternates between good flow and something above a trickle. The flow at the head faucet is better than that supplied to the galley faucet. The water flow follows the surging sound of the house water pump.

The only house water system with which I have experience is the one on my Four Winns deckboat. It delivers a steady pressure.
 
Not sure I can help with the surging, but maybe the pump pressure limit switch has gone a little wacky. I can't even tell you where it might be located. Should be an accumulator somewhere.

However, I have had a number of flow issues since I bought the (used) boat last year. Differential flow between the head and the galley....

There are some screens in the feed tubes to the faucets, where the faucet line attaches to the "rubber" hose. Mine were pretty clogged up with crap. They were a bitch to get to under the sinks. I decided that I'd rather not go back there to "service" them again, so I left them out. I think it will be easier to attack the faucet valving and the handpiece on occasion. As a matter of fact I just cleaned out the handpiece aerator yesterday. All is good.
 
We removed the screen from the base of the faucet where the flexible hose attaches. That screen always loads up with crud and we always use a water filter. Then also check the aerator at the end of the faucet where the water comes out. That unscrews off the tip and that screen in there seems to get junked up too. Pretty easy fix if your boat is set up like ours.
 
In addition to the other posts there is a clear filter on the pump itself. Remove the plastic cover and check the screen, that one will collect the larger particles coming out of the tank from the installation process. I also found screens up in the solid feed lines attached to the galley faucet.

Although I had cleaned the faucet head, filter between the faucet and flexible hose along with taking the flexible hose off under the sink to clean too many times to count I had never taken the clear plastic cover off of the pump...as explained by Brian B. Probably overdue, way over due. Let us know what you find.

Is the check valve on the inside base of the flexible hose, under the sink? If so then I'm fairly certain I did.

Update:

Today, I disconnected the cold water supply line to the head faucet and directed the water discharge of the line line into a five-gallon bucket. I had a marina neighbor turn on the house water pump to see how it operated without a faucet. The water flow was strong and steady with no surging. Since it appears that the pump and its strainer are fine, I'm going to continue trying to clear the faucets of whatever seems to be blocking the water flow. The head faucet is much, much better than the galley faucet.
 
Our 2009 R25 Classic had almost the exact same symptoms. Galley faucet head removed plenty of flow, faucet installed equaled slow flow with surges. New faucet head from ACE Hardware fixed problem. Looks very close to original and works great. See photo album for pics.
