I have a Classic R21 and it did not come with a surrey frame and canvas. I comes with a mast and boom and an awning that drapes over the boom, with battens to support the canvas.
Not sure if an EC-model surrey frame and canvas will fit your Classic R21, but I do not think so, having seen several of them.

I inquired about replacement canvas for my R25 directly with the supplier that Ranger uses. Having them supply replacement canvas is no more cost effective than using a local supplier. And it won't be custom fit to the boat like a local shop would do. Particularly with an R21 you could tow it down to a local shop and they could probably knock it out in a day.

There are several places in Maine that could make you a frame and canvas that would be made exactly like you wanted. I would make some calls, take a few road trips to see the shops and then take your boat to the one you felt was best. They could make your top as long or as wide as you wanted. If you wanted a full enclosure, they could do that too.
